Set tick history graph tooltip content based on click/hover events

Summary:
The default tooltip resolver uses different data points than the click/hover handlers.
This causes confusion when there are a lot of data points close together, where the tooltip
state indicates a different action than the one when the point is clicked on

Test Plan: bk, hovered, saw tooltip, clicked through to data preview
